My Chinese name is Yang Zhang, my English name is Cathy Zhang. Born on April 5, 1979 in Changchun, China.

Education Background

From September 2000 to June 2004, I studied in Jilin University of China , and award Master in law.

From September, 2007 to June is in June, 2011. I studied in Jilin University of China, and award PH.D. in Jurisprudence.

From October 2022 till May 2023, I was Visiting Scholar on IP in William And Mary Law School

Work Experience

From September 2011 till June 2022, I was employed as professor in Jilin University.

In October 2022, I was hired as full time senior IP researcher in the USA Intellectual Property Research and Education Institute.

I am good at legal theory research of IP rights, and put forward the theory of human rights and public welfare of IP rights. I laid a theoretical foundation in human rights research of IP rights, and gained certain international influence.

As a Sociologist and Researcher at USA INTELLECTUAL PROPERTY

RESEARCH AND EDUCATION INSTITUTE(USAIP), Mrs Zhang conducts research focusing on frontier IP theory, national IP strategies, public policy analysis, and social governance. The specific responsibilities are as follows:

1. Responsibilities in FrontierIP Theory Research

1.1. Participate in research on frontier i IP theories and institutional innovation, with a focus on the relationship between IP and social structures, social governance, innovation systems, and the public interest.

1.2. From the perspectives of sociology and public policy, analyze and evaluate the social impact, institutional operating mechanisms, and fairness of modern IP systems.

1.3. Study the institutional adaptability and social impact of IP in emerging fields such as technological innovation, the digital economy, artificial intelligence, and biotechnology.

1.4. Participate in the construction of IP theoretical frameworks centered on national development strategies, providing social science theoretical support for national IP strategies.

2. Responsibilities in Public Policy and Strategic Research

2.1. Study market failures, government failures, and institutional coordination issues in modern global IP strategies, and analyze their impact on national innovation capacity and economic development.

2.2. Apply sociological, public policy analysis, and interdisciplinary research methods to study the relationship between IP public policies, technology governance, and industrial development.

2.3. Participate in strategic research concerning IP and economic development models, talent cultivation systems, research and development systems, and technological innovation ecosystems, and provide policy recommendations.

2.4. Provide theoretical foundations and practical solutions for IP system reform and governance pathways oriented toward national and public interests.

3. Responsibilities in Social Investigation and Research Analysis

3.1. Conduct social surveys, case studies, data analysis, and policy evaluation related to IP.

3.2. Collect, organize, and analyze domestic and international materials related to IP systems, innovation policies, and social governance, and produce research reports and academic outcome.

3.3. Study the social impact of IP systems in areas such as social equity, innovation incentives, and the allocation of public resources.

3.4. Research the interactive relationship between IP systems and education, cultural dissemination, talent mobility, and international competition.
