My name is Zhao, Xu, formerly known as Yinghui, Xu, was born on July 13, 1974 in Hunan, China. I was Graduated from Graduate School of Chinese Academy of Social Studies (Rename University of Chinese Academy of Social Sciences in 2017) in June 2006 with a master’s degree in Jurisprudence. From Aug 2022 to May 2023, I study in William and Mary Law School, award LLM Certification.

Work Experience

From January 2003 till August 2019, I was officially a practiced lawyer in Beijing, China, focused on the comparative study of intellectual property (hereinafter IP) between the US – China and the study of new type of typical difficult cases.

From Sept 2019 to Sept 2022. I was employed as a sociologist and researcher in Pacific Researcher and Education Institution Inc (USA)

In February 2022, China Commerce and Trade Press Engage Zhao Xu as IP law professional consulting experts, review experts, IP law Public welfare consulting experts.

The China Strategic Analysis Think Tank, The Pacific Research and Education Institution Inc jointly invited Zhao Xu to Columbia University as a well-known Chinese scholar to attend the seminar sponsored by the China Strategic Analysis Journal, China Institute of Democratic Transformation, New York Thinkers Club , That’s The Five Think Tanks the first time held a seminar on “How to Understand Contemporary China Future Democratic Constitutional Structural Arrangements”, Zhao Xu had ready to speech on “The Role and Value of Chinese Lawyers in The Construction of Constitutionalism Democracy in The Future”.

 

Responsibilities

As the Sociologist and Chief Researcher of USA INTELLECTUAL PROPERTY

RESEARCH AND EDUCATION INSTITUTE(USA IP), Mr.Xu undertakes the following research responsibilities focusing on frontier IP theory research, the development of national IP strategies, and public policy analysis:

I. Responsibilities in Frontier IP Theory Research

  1. Conduct research on frontier IPtheories, institutional innovation, and their social operating mechanisms, with a focus on the interaction between IP, national governance, social development, and technological innovation.
  2. Study the mechanisms through which IPfunctions within different social structures, economic models, and cultural environments, and analyze the impact ofIP systems on social equity, innovation incentives, and the public interest.
  3. Carry out systematic research on global IPdevelopment trends, emerging forms of IP, and international governance rules, providing academic support for the institution to develop forward-looking theoretical achievements.
  4. Research the application methods, scope of applicability, and institutional limitations of public policy analysis tools in IPgovernance, and promote innovation in IPresearch methodologies.

II. Responsibilities in National IP Strategy Research

  1. Focus on the development of the national innovation system and research IPstrategic frameworks centered on national interests, innovation capacity, and the public interest.
  2. From the perspective of macro-level national governance, study the relationship between IPstrategies and economic development models, technological competition, industrial upgrading, and international competitiveness.
  3. Analyze market failures, government failures, and institutional coordination issues in global modern IPstrategies, and propose theoretical approaches for optimizing IPpublic policies.
  4. Participate in research on nationalIPstrategic planning, policy evaluation, and institutional design, providing theoretical foundations and practical solutions for IP policymaking.

III. Responsibilities in Public Policy and Social Governance Research

  1. Research the impact of IPpolicies on talent cultivation, research systems, technological innovation, and the allocation of social resources.
  2. Analyze the functions and limitations of IPsystems in promoting social equity, technology ethics, and the protection of the public interest.
  3. Apply sociological research methods to conduct empirical studies, case analyses, and policy evaluations on IP-related social issues.
  4. Propose research recommendations regarding social risks, institutional conflicts, and public governance issues in international IPgovernance.

IV. Responsibilities in Research Organization and Outcomes

  1. Lead and participate in major institutional research projects, special studies, and international cooperation programs.
  2. Organize research teams to conduct theoretical research, policy analysis, academic exchanges, and evaluations of research outcomes.
  3. Draft research reports, academic papers, policy recommendations, and strategic analysis documents, and promote the public release and application of research findings.
  4. Participate in the development of the institution’s IPresearch platforms and promote interdisciplinary research and international academic cooperation.

V. Academic and Social Responsibilities

  1. Uphold innovation, fairness, and the public interest of humanity as guiding principles for research, and maintain the academic independence and public welfare nature of IP research.
  2. Promote the integration of IPtheoretical research with social practice, contributing theoretical support to the development of national innovation systems and global IPgovernance.
  3. Strengthen public education and academic dissemination related to IP , enhancing public understanding ofIPsystems and public policy.
